Chapter One: Introduction
1.1 Background of the Study
Poverty remains a critical issue in Nigeria, particularly in rural regions like Bida LGA in Niger State. Despite constitutional provisions that guarantee the right to an adequate standard of living and the promotion of social welfare, poverty rates in Bida remain high (Aliyu & Umar, 2024). This study aims to assess the role of constitutional law in addressing poverty in Bida LGA, focusing on whether existing legal frameworks are effectively reducing poverty levels and improving the socio-economic conditions of the populace.
1.2 Statement of the Problem
While the Nigerian Constitution provides for the right to social welfare and an adequate standard of living, poverty in Bida LGA continues to be widespread. Factors such as lack of access to quality healthcare, education, and employment opportunities, as well as ineffective government interventions, have contributed to the persistence of poverty. This study aims to explore how constitutional law addresses these issues and its effectiveness in alleviating poverty in Bida LGA.
1.3 Objectives of the Study
To evaluate the effectiveness of constitutional provisions in reducing poverty in Bida LGA.
To examine the role of governmental and non-governmental interventions in poverty alleviation in Bida LGA.
To propose recommendations for improving the implementation of constitutional provisions related to poverty reduction.
1.4 Research Questions
How effective are the constitutional provisions in addressing poverty in Bida LGA?
What role have governmental and non-governmental organizations played in reducing poverty in Bida LGA?
What recommendations can be made to improve the implementation of constitutional provisions to combat poverty in Bida LGA?
1.5 Research Hypothesis
H₁: Constitutional law has not been effectively implemented in Bida LGA, resulting in minimal impact on poverty reduction.
H₂: Governmental and non-governmental interventions have had a limited effect on poverty reduction due to inadequate resources and poor execution.
H₃: Strengthening the enforcement of constitutional provisions and improving resource allocation will significantly reduce poverty in Bida LGA.
1.6 Significance of the Study
The study will provide insights into the relationship between constitutional law and poverty alleviation, offering a critical evaluation of existing legal frameworks and policy interventions in Bida LGA. The findings will be valuable for local government authorities, development organizations, and policymakers looking to improve poverty reduction strategies.
1.7 Scope and Limitations of the Study
The study will focus on Bida LGA, Niger State, and will assess the impact of constitutional provisions on poverty reduction. Limitations include the potential difficulty in gathering data from rural communities with limited access to formal systems and the complex nature of poverty measurement.
1.8 Operational Definition of Terms
Poverty: The state of having insufficient resources to meet basic needs such as food, shelter, and healthcare.
